AAIRRG has elected to operate under the Federal Liability Risk Retention Act which includes a requirement to file its plan of operation in each state in which it plans to offer insurance. Most states have regulations that require a RRG to file and wait for that state to give written permission before writing business in that state, which is conflict with the Federal Law. AAIRRG has chosen to file with the individual states and work with those regulators to expedite the registration process.
